Fear, fiat and the future
Pakistan has quietly crossed an important threshold. After laying the legal foundations for a regulated digital-assets ecosystem through the Digital Nation Pakistan Act and the Virtual Asset Regulatory Ordinance earlier this year, the Pakistan Virtual Asset Regulatory Authority (PVARA) began accepting licence applications for crypto exchanges on December 2.

The stablecoin revolution
On August 20, 2025, news broke that China is actively considering the launch of a yuan-backed stablecoin: its boldest move yet in the digital currency race. The rollout, to be tested in Hong Kong and Shanghai, is part of Beijing’s broader effort to strengthen the yuan’s role as an international currency. The announcement is striking.

A new digital order
The PVARA is unlike any civilian financial regulator Pakistan has seen. While it performs familiar functions like licensing, supervision, and enforcement, it does so with unprecedented teeth. Armed with sweeping civil and criminal authority, the PVARA can impose penalties of up to Rs100 million or five per cent of a VASP’s annual turnover.
